They're basically one of the main currencies that traders use/accept on Steam. They can be used for several things, such as exchanging them for other cool games (high quality games or even removed/delisted games if you have enough of them), exchange for Steam items like background, emoticons,, full sets of cards, Steam points, etc, and much more. It's a great way to exchange your games in case you're not finding any cool games to exchange with at the moment, you can just exchange your games for TF2 keys, and in the future when you find a game that interests you you can offer some of your TF2 keys for it (and there are even some traders which they only accept TF2 keys in exchange and nothing else).

And yes, you can exchange steam items like TF2 keys and Sacks of gems for real money, it's pretty risky but if you find the right trader you can safely exchange it with paying methods like PayPal and others. It's mostly about trust, so be careful with who you're trading, and always double check the person you're trading with to not end up being an impersonator!

Tbh in way is less risky, but it's not fully safe, so it all depends on who you're trading with. It's mostly recommended to trade with people who has high rep so it's safer to trade with them, but it's up to you to who you're trading with and in what way you want to trade with them, if it's with real money, with Steam items or even with Steam games. The world of trading is never fully safe, there's always that very little chance of getting scammed or something, but it will become easier for you the more you trade with others, just give yourself a bit of time :)
