Yes it is a Steam gift, purchased on demand. If you're not at your PC often, you can send a trade offer for 23 uncommon CSGO keys or 25 TF2 keys and I'll gift it to you.
I'd forgotten about the looooong trade delay when I bought keys. Apparantly if I buy keys today, I can trade them on 15th Aug, which is too far away as I'd like to play Ground Zeros before Phantom Pain comes out.

No problem. If you don't have keys next time, just ask to pay by Steam wallet; I can list a cheap CSGO skin for the equivalent to the keys' price on the market.
