"Just as previously announced by Zenimax Japan, Skyrim(JP) DO include both International version and Japanese version, although you need to delete and download the entire local files again to switch between JP and other languages.
It is yet to be seen how NA, EU and other retail registerations are behaving within Japan region, but at least it's confirmed that Skyrim(JP) is "safe", so if you live in Japan and wish to play Skyrim in English, you can simply purchase it through Steam and it should do."
