No, I mean it is ROW that can be activated only in Russia/CIS.

if can be activate "ONLY" in RU/CIS then it is not a RoW..... ROW(Rest of World) means can activate everywhere (USA, Russia, South East Asia, Europe etc...)

It can be only activated in RU because any gift from RU Store currently can only be activated in RU. It has same SubID as in US Store or any other Store and not restricted in any way except this common activation lock. After activating it you have exactly same game as your friend bought it directly from any other Store.

If you don't know, there is many region restricted versions of games: tagged, run-locked, language restricted, etc.

BTW I don't name it "ROW" but "activation locked ROW".
