Hi, i am wondering does anyone know how this AllowCrossRegionTradingAndGifting flag really works?

To be more specific, how this works on games purchased in US? Lets say i purchased FarCry4 preorder for 60$ in US, definately cheaper than 60EUR in europe. Will that gift have red warning icon saying that game is redeemable (or playable) in US only? I newer seen such a gift on steam (with US warning, plenty CIS warnings tho), thats why i am wondering.
