You aren't violating any rules. But your offers sucks. In general, if you want something you can't get yourself don't expect someone to sell it to you at cost? Why would they, there's nothing in it for them. Why should they help you out for free?
If someone has bought it for 2,5 and I'll give 5 dollar game, it seems a reasonable deal. But if the offer really sucks and I won't find anyone interested, I'm OK with reconsidering the conditions.
In that case, yes. I was just pointing out that offering someone $2.5 to get you a $2.5 game is probably not going to work. At $5 someone may be tempted.
Well, I'm not expecting someone to exchange it for $2,5 game, just needed some number for the lower limit. Actually you have the point in terms of that my post may seem a little misleading, but I think I shouldn't edit it at this point, because this discussion will look silly then.
I think $5 is actually a reasonable offer. It is worth remembering that the game wasn't sold for $2.50 but for $7.50 with a $5 deduction through points from previous purchases. And the Steam sale price is over $10 so it's hard to call Spec: Ops a $2.50 game. But $5-6 is very fair.
I added OP on Steam. I have Spec Ops: The Line and I'm sure we can work something out for $5 if he doesn't get a better offer.

I want Spec Ops the Line (no Russian/CIS region locked, please). As it was on sale on Amazon for $2,5 recently, I'm offering any steam game that is currrently priced $ 2,5-5, just post your suggestion in comments.
