Depends on the cardvalue but most likely that's not enough.
Keep in mind that the DLC was only bundled twice: In Tier 3 Humble Bundle and in a 3.50 $ bundle with only 8 games.
Another thing that I already replied many times in this thread: I don't value cards the same as I value money (e. g. PayPal) so if you take the Bundle Stars bundle as an example it's 0.44 $ per game and quite a bit more than that in cardvalue for me to accept.

0.59 $ total in card value is not enough considering steam takes 0.02 $ for every cheap card sold so basicly that's only 0.43 $ after fees. If you add another ~ 0.10 $ in card value it's ok for me.

Well a good indicaction for PayPal payments usually is the price of the bundle the game was in / number of games the bundle features and maybe add a little bit depending on various circumstances. Also, I already told you that I won't accept given away games (Limbo, Supraball etc.) for games that were never given away in a large public giveaway (like Brothers: A Tale of Two Sons for example).
Giveaway game vs giveaway game = ok. Paid game vs paid game = ok. Paid game vs giveaway game = not ok.
