When PayPal:

  • you go first, no exceptions
  • you PayPal must be verified
  • choose sending money to Friends - family (sic!)
  • in a comment you should write "This is a payment for a virtual Team Fortress 2 item that I already received and no physical shippment was involved. I am confirming that I received the item and everything was fine so therefore, I will not dispute or chargeback this payment under any circumstances. YourSteamIDHere"

This seems a bit paradox. We have to send you the money first (which I understand), but in the PayPal comment, we have to write that we have already received the item and then also write that we will not make any dispute.

No offence to you, since you seem very reputable with 224+ feedbacks, but being scammed myself in the past, there is no way I would ever write that I have already received the items when in fact I did not, nor would I agree to write that I don't make a chargeback or dispute, because I will 100% make a chargeback if I don't receive the keys.
Knowing how PayPal operates on disputes, they would simply hold my own comment against me saying that I have received the items already.

In other words, by writing that comment, I am allowing you to basically scam me "legally". (Not saying, you will) but it gives you the opportunity to do so.
Can you explain why it is so important that we have to lie in the PayPal comment and write that we have already received the items and all is fine, when in fact we didn't receive the items yet?

Without shipping proof Paypal sides 99% of the time with the person making the chargeback. There is zero protection for sellers without these types of comments.

The point is scammers don't just scam buyers, they scam sellers as well. Chargeback scams are fairly common and really there's nothing a seller can do about it in most cases. Although I don't understand why there's the additional line about confirmation of receiving the item, I think it's fair to just say there's no physical shipping then use screen shots to prove you delivered the items.

What tokajim said, also notes don't prevent buyers from doing chargebacks, you could claim your account was hacked and it was a unauthorized transaction so the hacker could've written the "I won't chargeback" note. This may or may not be OPs reason but many key sellers use notes like this just to keep track of key purchases.
