You can't trade a game that you already put in your Steam library (redeemed). According to your Steam profile, you do not have a tradeable copy of this game in your inventory.

Can I not trade gifts it says tradable on the game.

Edit: I just tried opened up a trade with my friend and put it in and it worked..

I believe inventory gifts are set to hidden by default and you need to tick it not to.
