Yeah, pretty much hit or miss.
It all depends on the regional price difference of the game/dlc. I think Steam has programmed the parameters to be about 10% for regional gifting. So if a game costs about 10% more in another region, I usually cannot gift the game there. If the price difference is under 10% I usually can gift it.
For example, COD WWII. I can gift that game to people in the UK, no issue, price difference isn't too much. However, Friday the 13th I CANNOT gift to the UK, because the price difference is more than 10%.
I am pretty sure the parameter is around 10% , so anyway, it's all hit or miss. With Quantum Break, I tried gifting it to other regions, and this error message came up:
"Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region."
And Canada is about 20% cheaper than all other regions for that game so, I cannot gift.
Honestly, this is sooooooooooo stupid on Steam's part. If I wanted to gift games to family members or friends in regions where something was more expensive, I actually can't....so dumb, but w/e, they don't want my money, fine haha.
