How do you get them? What are they for? What is there value in dollars?
Their value goes from $2-$2.25, you can trade them or buy them from the steam community market. They are technically used to open TF2 crates. They are a good, but not perfect trading tool. The best we have.
You can either buy them from traders via paypal (I think the current rate is around 1.80usd?) or get them on the steam community market:

It's just an easy metric most people use as currency to barter for games.
