He would have to give them access to their account most likely....Unless he plans on having people ship their actual phones to him....
Also since he is offering actual accounts , my guess is he is hacking it and the accounts are susceptible to getting locked/banned. On top of it already being against this site's rules and Niantic's rules as well. And pretty sure its a scam. I already reported him.

You haven't explained how you would boost someone else's account unless I hand you over access to a new account. And regardless account selling and account boosting is not allowed on this site. Might want to remove this before it ends in your suspension/ban.
