9 months ago and his steamprofile says Last Online 58 days ago. :V
Steam rep is never reliable. Its easy to fake and negative rep can simply be deleted by the user.
His profile has low level, low number of games, last used a long time ago so obvioualy an alt and not his main account. Sorry you had to learn this lesson by losing a lot of money, but NEVER trust steam profile reps as they can be easily faked by friends and negative reps can be deleted. See if you can report him and get his other accounts banned.
it's also important to actually take a SS of your chat rather than copy and paste... as you can edit copy and paste stuff easily. Also I don't really think this is the place for this information..
