It's a regionally restricted game. It was like when DA:UE was $7.50 in some region but people who couldn't get it bought it for ~$10.00
Not my thread but as someone also offering for 5 keys, it makes sense.
Because keys can come from a variety of sources, trading from refined, trading items for them, buying them from the market, etc. Someone may not have paid the needed $1.99 for a key.
But the game itself? That used real money/wallet, no substitutes. If you're someone who has no wallet, but the items, it's better for you to deal in keys. If you try to sell those keys yourself right now, you still are going to get approximately what he's offering to accept in wallet money (due to steam market fees), so you might as well skip that step. Alternatively, him accepting paypal helps the people who can't use paypal with steam for some reason.
Not to mention people who are stuck behind region locks and can't buy this...period. $1 profit is somewhat reasonable.
