I have purchased more than one and they were all region locked in different areas. Your code should be region locked to EU or specifically to Germany (if you're from there).

I'm from Romania and I don't think that the key is restricted to my country mainly because in the Eastern part of EU the cards doesn't sell that well due to the fact that we are poor compared to the West side of EU.
