I don't have much knowledge about this thing but people usually buy complete pack, i guess if you own the base game then you can redeem the complete pack including DLC's using VPN without any issue & play without restrictions afterwards.

My account is india based but now im not in india.i can still buy games from indian store with indian credit card and play here.
But for ppl who didnt create a steam account with indian IP or origin , they simply cant add the game to their library.even if they add the game no way of playing it.Steam has 2 way security now.Your account has to be indian origin,you have to be on indian IP when adding and running the game all the time.
