Never run that kind of a risk, not even with someone with (200+/0-) Reps.
That's usually a tell that it's a scam - in the event of someone with that Rep does seem fishy, it might be a hijacked account.

Guy's banned on multiple sites already it seems. Was this a fairly recent ban or did this guy add you outta the blue?
Much less of a reason to trust someone that adds you with an offer too good to refuse.
I suggest getting the app "Enhanced Steam". It adds a feature where it allows you to see their SteamRep, SteamTrades profiles and a bunch more stuff. That's how I found and copied his ST and SR profiles here.
