Via Support. Tell them which was the CD Key he has scammed, show them the profile, then they'll deactivate the key and will ban his sorry ass from Steam.

There is a guy who is running by the name of Vasilli and he just scammed my Victoria 2 key (Not a big loss.). Watch out for this guy. The guy has about ten nicknames under his profile, so always check the guy before he pops up and promises everything. Oh, and Vasilli. For exchange you've been reported to Steam, so your spineless thief personality will be kicked out from Steam pretty soon. :)
