Ref = refined metal. In TF2 there's different levels of metal.
Scrap, reclaimed, refined.
3 scrap metal combines to = 1 reclaimed
3 reclaimed = 1 refined
Generally (although you cant combine the metals for them in game) 6 refined is considered the value of 1 TF2 Key which is a widely accepted "currency" in the Steam community (as is all TF2 metal). You can combine scrap to reclaimed and reclaimed to refined in-game. Think of metal as "change" from keys.
2 weapons from the same class = 1 scrap
6 weapons = 1 reclaimed
18 weapons = 1 refined
Its confusing at first, but its easy to learn and TF2 Keys are a GREAT way to purchase games. You can save a lot of money buying games for keys. I was totally against them myself at first, but once I learned how the market works, its a no-brainer.
