To check, add any game to your cart and choose buy as gift. If this notice shows up, then you do not qualify.
This is done to prevent the three copies to become region-locked upon activating.
You can also buy the 4-pack for 4 keys + 1 ToD, but I won't be responsible if the rest of the copies get region locked after you activated it. This won't matter if you're planning to trade/send the gifts to your friends who live in the same region as you, though. Also, it WON'T be region locked if you don't activate it in Russia/CIS, Southeast Asia, South America, or Turkey.
