It is not region locked. It is "tagged" as DE, but the tag is meaningless, it's 100% exactly the same as the ROW version, as confirmed here: http://gaming.stackexchange.com/questions/90439
when i trade a row/ww version i expect the same in return, and as you see i don't live in germany. i don't care about the rest of story, it has a region tag.
