I'm living in Germany, it's no longer possible to buy this game directly on Steam for me, but I can activate the game on my account IF I have a key. This is why I'm trying to get my hands on it on SteamTrades. I'll be very grateful for good trade offers.

Added on steam for discussion (some years ago, i buy games that aren't available for a german (Prototype 2), directly as a steam gifts, he getted the game on his side, wanted to check if still possible ...)

Nope, mainly say i can buy any game on steam for him, as 10€ = 6 TF2 Keys (1 TF2 Keys = 1.66 €), he waiting for the game being on sale for better price.
