Because you could easily take the traded items and not provide the key, or provide a bad/used key. That's how a lot of people get scammed. It's not a matter of cost. Since your item can't be traded via the steam trade window and the other person's can, it's courtesy that you go first, since you're imposing the other person to trust you.
That's true, but that's the burden you have to live with when you have a key, because people want to make sure it works. Way too many people get scammed by being promised a key and then never getting it after they trade their items fairly over steam. I myself have been scammed twice that way. Again, I'm not calling you a scammer or anything, I'm just explaining why people won't trade you first for a key and why it's more of a courtesy that the key holder goes first.
I am looking for dota2 for a friend but then again a game like saints row 3 for a dota2 beta key isnt worth it ATM, it was like 2 months ago when there were about 5K online at peak, now its about 20K.
