No, that's Dead Rising 2 Off the Record. For some strange reason that one is available in RU and cheap. I'm offering the original Dead Rising 2, which is NOT available in RU. It is currently priced at $10 and that is the cheapest price for it anywhere it's actually available.

You can definitely ask me in the future for regionally unavailable games - I can buy almost anything from almost any region. I can get RU prices too, so you won't be able to highball me with those. Offer me a bit of profit, and I'll get you what you need. :)
