I'm Turkish; the OP is Russian. It's totally locked in RU; so if you buy a RU copy; you need VPN everytime.
Turkish version is activation locked; but ROW. Meaning; you can activate a TR copy with VPN and play it without VPN
Turkish copy will cost €44 with all the market fees though. (Steam takes %15)
