His name, meme1337 reminded me of another scammer I met a few days ago named "Nuke" because his steam profile link had the number 1337 too.

To add to the proof, the scammer (Nuke) with +0/-8 and multiple reports against him on Steamrep just +repped him on his Steam Profile (http://steamcommunity.com/id/mememachinexddd) http://i.imgur.com/AznD430.png

Conclusion : Nuke and meme1337 are accounts of the same person. He probably made his second account after Nuke got suspended from steamgifts.com for scamming.
