Problem is this RU trader says his are row not locked and then when u see its ru he says it cannot be retro locked(his reasoning for saying it's row and no refund). then blames me for it happening. I asked the important questions. because of his rep I trusted he knew what he was talking about. But he is another ru scammer taking advantage of people. Regardless a true legit trader doesn't guarantee what he doesn't know. Thats the problem here. He is a liar and fraud

yeah but he had 270+ rep and said he knew that it couldn't be retro locked which is obviously false. He stopped selling them once the lock showed up in trades. He sold them as ROW copies not RU. His name rash fits him. Dealing with him is no different than a bad rash lol. it's also the point he lied and refused refund, blamed it on me for not activating right away etc... bad biz on his part. I reported already. But he laughed and said haha u have the ru copy not me so you will get banned. We will see I suppose.
PS: If he doesn't know, he should not claim he knows and make guarantee's if a legit trader. Regardless thats the bottom line.

I hate that. He lied and mislead me, which gives me a right to -rep. He -reped me after he saw I did and for no reason. He has nothing to complain about except my -rep. he got his keys and I got screwed by a Frackin liar. What a jackass.
If it makes you feel any better, yours is just the first of the -reps these Russian traders who sold this game are going to get. It was well known that both the standard and deluxe versions of this game activated with a RU tag.
PS: I'm guessing the guys who activated the game won't be able to play it without switching to a Russian VPN (that was the case with a Russian locked Borderlands 2 last year), but this is just my guess.
to be honest I bought like 5 copies of assassins creed IV which are now region locked. But you just have to expect it to go with the territory. I mean how much did you really lose? At most 16 tf2 keys? I lost like close to 80. But I don't expect sellers to reimburse me b/c (1) they can't possibly have the funds to reimbuse everyone (2) we should've known it was too good to be true (3) everything at the time said the games weren't region locked. All the trades were done in good faith.
And no I did not trade a single Assassins Creed IV on this forum...
When you're trading in like hundreds of dollars worth of stuff every week how much does it really matter? You know I learned from this is don't purchase that far from release date. Prices won't really change all that much...
yes it does matter. I am a honest person and would of/ have refunded for errors that were not even my fault. it is called being a good honest legit trader. And I am not rich so yeah those keys put a dent in my budget. What i have, took 3.5 years to accumulate. So please don't be so naive and judge what is or isn't important to others. Also it's the point of doing a bait and switch in the trade, which is a scam. So after that he refused refund then again when locked. Make excuses for them all you want but when you are lied to and mislead and or scammed on purpose your argument fails on all fronts imo.
"EDIT" I agree with the rest, but it doesn't matter how much, it's the point. Especially when seller has over 200-300 + rep and claims he has genuine row copies, thats not good faith, that's lies. Sorry if I was harsh but I don't like when people judge others and what effects them, as you or others have no right to do so.
i have every right to make a judgment as I have been effected by the same exact thing that happened to you. Otherwise, I don't know what kind of conditions would have to be met to say something.
in this case, though, I am speaking on behalf of buyers and traders. I trade in lots of games. What are you are suggesting is holding the Russian sellers responsible. They bring in a large quantity of games into the forums. We definitely need them. If you thought, though, you could somehow get guarantees about something from a seller who has no ownership of the product on a distribution service that doesn't answer to steamtrades well that's kind of naive. If you think Steam is any better, you're very very wrong. They've banned so many accounts without any regard to the circumstances or reason given by users. The system isn't perfect but everyone benefits. By default purchasing any title from a Russian seller can be assumed to confer the same exact risks.
I'm not saying you can't give the guy a -rep or that you can't try to report him. You can if you want. You're just not going to get many sympathetic ears regarding the circumstances. This is the BLACK MARKET. THE TF2 key selling. The Russian SELLERS. All OF IT.
I am holding him responsible for lying, guaranteeing and misleading, not for it being locked as he has no control over that. Our situations are different. And by judge, I meant you have no right to judge if what I spent is a lot for me or not and or how it effects me. That was it as far as that. Anyway, he gave me a copy that was supposed to be row, not ru whatsoever. When the tag showed and I questioned it and he claimed to have contacted Steam or something to that extent, He "GUARANTEED" that it could not be retro locked and that was his reason for refusing the refund straight away. With his rep so high, I gave him my trust and the benefit of not doubting him. So, either the tag was not there till later or he did a bait and switch last minute (which is a scam btw) He also told me if any issues to come back to him. So he lied, mislead me, etc... Do you really consider that a honest and legit way to trade!?! If I new what I was getting and bought several copies or more knowing the risk it would be more like your situation. I have my own morals and I HATE liars, frauds and excuses for the mentioned. I hope you understand a bit better where I am coming from and what I actually hold him responsible for. Again, if i knew the situation as you did, it would be different. But I got 1 copy for me not several or more to sell and profit off of, and I would never take such a chance intentionally. Reason being is my reputation means to much to me to take such a intentional risk where many other friends and fellow gamers could be screwed over by this situation. Lastly he claims on his page that RU is same as ROW in almost all cases, which is completely false. Thanks for your reply :)
I nearly bought AC4 from a Russian trader, but got Payday 2 instead...
Wonder what happened to the people who got AC4 from the Brazil store because most of the stuff bought over there have not been region locked thus far..
Anyway, I hope you find a solution for your problem because Ubisoft is partly to blame for the enforcing of restrictions after the purchases are done..
I talked to Ubi, and you are absolutely right. They are sole blame for retro region locks etc.. I hold him responsible for his words, guaranteed, and lies. Purposeful lies not accidental. I hope the intelligent people reading this understand the difference. I know you do mate. :)
Same happened with me.. I got it from a guy, who refused to take it back, even after his thread mentioned that it d work. He has nearly 300 reps...But I am lucky to sell the copy to a russian after :)

Let the -rep begin. Not telling you what to do. But if he mislead and intentionally lied to you as well, -rep if you so choose. But Beware, if same person he will -revenge rep you. If that happens write to support for revenge rep and they will remove it. He -reped me only because I - reped him. I didnt -rep him just because we had a different deal with him before, and the fear of getting -repped from a +300 rep guy! I am a bit new to steamtrades, so that'd hurt my rep status...

Well if u have REDEEMED your copy, before the lock was implemented, you could have got full refund. Two of my friends got refunded their money back :)
not if u traded for it, according to steam all trades are final. Just what I was told. Maybe depends on situation. Steam has nothing to do with the region locks. That's all Ubi.
not much loss for me. it cost 8 keys only. ubisoft really need to take the region lock away.
Be careful with Russian copies. Buy it at your own risk. Some of the Russian traders now are still claiming that RU+CIS work and they do not remove it from their trade thread.
I recommend you buying from Brazil traders. Brazil has cheaper price than the U.S and still receives the ROW versions.
I am lucky to sell my Digital Deluxe Edition to a Russian guy. If you already redeemed the game, send a ticket to Steam support, they will remove it and give you a RU gift so at least you could trade it with RU traders
As the title says. All AC4: Black Flag (Fake ROW) RU/CIS pre-order copies have been retroactively region locked for purchase and play. my copy changed in my inventory and I bought it 2 weeks ago. So I can not play, I have learned that +rep means shit when a person gives their word. Here's the proof.

PS: If any person RU or otherwise claims Ru is same as row, they are lying, bottom line. As I found out the hard way. So use caution and if you had a circumstance where you were scammed into a fake ru row copy or lied and or mislead, then I urge you to take appropriate action.
