The old Dead Rising wouldn't activate in Germany no matter what so I guess this should be the same for the new Dead Rising.

As far as I'm aware, there shouldn't be any IP-based banning on the game when you fire up the game. For example, if I purchased and activated the game here in the U.S. and take my computer to Germany, I should still be able to sign in and play co-op with my DR3 buddy online.

It's just that Capcom and its retail partners are unable to sell the game through official means since it was unable to obtain a rating from USK.
