I think you're trying to trade items from your steam library, you can't do that.

PermalinkWe purchase them and don't activate them in our steam libraries. There are a bazillion of sites. Check the sales section of the site for some examples.
You can also trade steam gifts (Select "purchase as gift" while buying)
