Hey. I am not sure about it. Steam was changed its Steam Wallet policy and the code may not be activated in Germany. But I am not sure.
EDIT: According to G2A and Kinguin, USD wallet codes is only valid for accounts in USD currency.

Permalinkafaik only physical cards are locked to its currency. So if its a digital card I should be able to redeem the card, but I'm also not sure

I guess the codes selling on G2A and Kinguin are digital codes as well but there is a note that USD wallet codes is only valid for accounts in USD currency.
