Steam seems to think you've been naughty, check the topic they link and create a help ticket.
Could be you were repeatedly flagged by VAC, selling copies of Half Life 3 on Kickstarter.. who knows...
ONLY Valve can tell you why and help resolve.
it happened to me when i used my credit card on my wife account for the first time, they thought the credit was stolen but after i talked to them and proved my ownership of the card they removed the warning
i just didn't pushace anything i think i was in a trade with someone and the deal didn't like him so he said reporting and deleted me
one of your trades contained stolen items , probably tf2 keys purchased with stolen credit card or something like that , you must just wait , it will take like 2 weeks till you get it resolved....steam support is slow...very slow
i never bought a game from store i don't even have a card :/
