Ref is not marketable (you cannot buy it from the Steam Market). Keys are however marketable. You can buy a key from the Steam Market, and my bot will give you change in ref, which you can use to buy other games from it or other sellers.
Alternatively, I'm sure if you looked around you could find someone willing to sell you ref.
