revenge rep is not allowed. You -rep only if there was a problem with trade, no "I didnt like his comment" or "he was being an asshole in my thread"
If you received -rep AFTER you dropped someone -rep (for a valid reason) you can contact admins and try to get it removed.(try through steamgifts)

EDIT: you gave him -rep for "having no patience" so you kinda asked for it mate...
