How to buy games from plati.ru:

  1. Go to plati.ru http://www.plati.ru/ (use Google Chrome to get an English translation of the page)
  2. Find the game you want to buy and pay with Yandex.Money

VPNs no, but proxies yes. Since it works with proxies too, you can search for a free Russian proxy.
If that is too much work, buy the games from plati.ru.

Buying in the Russian store with your main account is not a good choice. It's better to use a 2nd account and then gift/trade the games to your main account.
If you don't wanna create a 2nd account, just buy from plati.ru.

Steam ALWAYS detects attempts to buy from another store frontend via VPN. That's known, tried and true. And invariably results in a locked account, a Steam Support Ticked, questions and a royal pain in the ass to get full access restored.
Avoid.
