It's 7.50$ on the store, why would someone buy it for 9$ in the sale?

Because most regions don't have Ultimate Edition available for purchase. It's not available in Russia, a few European countries, and a few South American countries. It's also $12.50 in Australia and $10 in the countries in Europe that do sell it. I think $9 is reasonable when you consider this.

Like I said, the game isn't cheaper than $7.50, so you probably won't be able to. Key prices have gone up significantly (paypal-wise), meaning that even buying keys would cost you more than $6 for the cheapest copy available.

I won't say that you can't. I'll just say that it's incredibly unlikely because of the circumstances.
