No offense but you're kinda wrong. The game is currently featured in the March Humble Choice . 4 TF2 keys as you said is worth more or less 6€ (and that's assuming you know where to buy it at the cheapest price, otherwise it's more), and for that price you can have the whole March Choice if you have the 6 months offers. If you have the annual one, it's a bit less than 8€ and you'll still be asking for around 80% of the full price just for 1 game out of the 8.
Frist of all, as far as I've seen most people offer 3 TF2 keys for Pacific Drive. I've gotten multiple offers of that value.
Secondly, go ahead and search the threads of people specifically trading for TF2 Keys. They are asking for 5 TF2 keys. So USD value is not the only factor here. Pacific Drive is in very high demand, from what I've seen
