I have a few Uplay keys for Far Cry 3 (standard).
I'm unsure if there's a way to bypass this restriction without violating any tos
Prices are $6.50 if by paypal (you must pay the fees), 3 TF2 keys, and about $7.50-$8 in steam wallet.
I'll also hear offers for steam games I don't have. Tradeables or keys either are fine, but check the note below
