I have Private Profile Steam players and never scammed anyone. WTF Private Profile Steam Players have to do with scammers?. I dont like people I dont know reading my profile or adding me cause my inventory is visible. Only friends can see.
Anyway, report him everywhere.
My bad is just I have had bad experiences with Private Profile steam players. Anyways don't pay me any mind.

There was about 1 Million coupons that were used during the sale from a website promo to get it dirt cheap.
SS3 was $3 (perhaps a bit less) for about a day if you got the coupon (which was rather easy to do).
It was $13.59 and 75% off of that is $3.40 and that didn't last very long. You were unable to stack the coupon long before the price dropped to $9.99.
To the OP, use steamidfinder.com and report him assuming you still have the chat logs. If you don't have the chat logs, there's really not much hope. As others have said, even though you sent it as a gift there's still a history of it. I can see gifts I sent in 2007.

Also I swear those SS3 coupons said they expired on August 1st which was after the summer sale...
Yeah, the coupons expired then, but they had no intentions of allowing them to stack with the Summer Sale discounts. You could only do it for an hour or two before they prevented them from stacking.
They did. The coupons worked for 1 day during the summer sale making the game ~$3. Then the coupons had their terms changed (and some people just lost them completely) the next day. For those that did not lose them, the coupon began to work the day after the sale and ended August 1st.
this guy named 'shmek' who proved to have rep convinced me into trading first because my game wasn't trade-able.
He promised me SS3 & pvz by trade if I gave him Fallout NV
As soon as I sent him the game, he changed his steam profile, name, etc.
This is just sad...
