Best I can tell, the Diablo IV Nvidia Code is region locked for the Geforce Experience part but not Battle.net so you'll need a VPN if you're outside the US. Beyond that, game must be redeemed with qualifying graphics card (NVIDIA 4090, 4080, 4070 Ti or 4070 desktop or GPU, laptops excluded).
