ROW actually is considered Rest of World - implying there's a handful of countries in which it doesn't work.
It's usually the same handful for every batch of keys, that include Hong Kong, India, Russia, German, RU/CIS, etc.
This is where ROW applies
Global, would be Region Free.
I believe what Satan Claus did was absolutely correct, he listed it as ROW and indicated the countries that were affected by this prior to trading which was very respectful of him as a trader, as many wouldn't do this.

Forager has region locks to RU/CIS, China, Latam, SEA.
But apart from those small minorities, it's basically Global, so we call it ROW.

Just like you said regarding forager having multiple region locks. If i call it ROW and im selling the copy itself is region free while other regions have their own versions of it.
Example: I buy the bundle in middle east, the copy is locked to Saudi arabia and UAE soo its only tradeable and giftable there, but the ROW copy would work regardless since its region free and has a different steam db.
Another example: On steam i bought the orange box in the middle east store. I then obtained valve complete ROW gift from a united states citizen. The games i owned throu the orange box bundle got remade into region locked versions of the games and sat in my inventory while any games i didn't own turned into global version(according to steam db).
Basically: Region locked game can/cannot be activated in certain regions. ROW games exist to bypass said region lock

I travel a lot due to my work and that results in having me change my store region several times a year. Sometimes region restrictions apply and sometimes they don't even if im not in said county if i have my steam store set in that region.
It's more efficent to list them upon interest of the game as Satan had done.
What you're asking for is a preference, you'd prefer him to list it on the trade thread.
