Yes, locked for activation only to Latin America. Play restriction was only added to RU/CIS gifts, at least for now.
Tbh I didn't found any consistent info about this, but seems the play lock were only applied retroactively for the tagged gifts. Brazilian Store gets all ROW games, despite this new and annoying lock though.
So just to be clear. I will only need a VPN connection ONCE to activate this copy. Then I can play AND download it WITHOUT a VPN?

Afaik, there's a minimal chance for a play lock to happen and Brazilian Store always got ROW and not tagged games. That thing is just an extra lock that steam added for not creating lots of SubIDs for products...
So yes, you'll need a VPN once and you'll be able to run the game from anywheere, but do it at your own risk.
