I am from Germany, we most time get low violence versions of games we buy in steam, so i am allways on the look for non censored versions of games, and the russian one of this game is region locked;
so maybe, would u pls answer my question?

Steam has two subID of Of Orcs and Men: 16864 (Of Orcs and Men Pre-Order - version for US, DE, UA and all other countries) and 16865 (Of Orcs and Men Pre-Order RU - version just for Russia). So Ukrainian version is the same as German version and hasn't any region locks.
