Do you still have Rise of Nations for 2 TF2? What do you mean: "It is ROW"?

Yes, I do still have it.
Before all activation restrictions, there was following term "ROW" - Rest Of the World (activatable anywhere).
There is following description "This is a restricted gift which can only be redeemed in certain countries.", but it is just a bug, and it is redeemable in every country (of course without VPN),. E.g. I activated it in Poland (EU).
So you wont have any difficulties activating it in US

Sorry for the Ameri-centric commercialism. Still, "Rest of the World(ROW)" sounds like everywhere EXCEPT the USA.

it sounds like it sounds, while it mean everywhere_except_RU/CIS_version_of_game (while it can be redeemed everywhere INCLUDING RU/CIS). This just don't work the other way around
