If you are on a 7-day cooldown you can't trade with anybody, regardless of who sends the offer. Your inventory is basically locked down until those days have gone.

Sorry to hear that, you aren't the first one to report this scumbag.
As you can see I already have an impersonator alert up at the very beginning of this thread, just to let people know that is still happening. I'll also add this to my Steam's profile so people get warned when reviewing it.
