PermalinkTF2 keys for Payday 2 Upgrade, not beta keys, the beta keys come free with the upgrade.
Also TF2 keys are a form of currency for trading. They are valued at about $2 each. You buy them from steam market.
Yes TF2 is free to play but it is free to play for a reason, it has cash shop, keys are a cash shop item.
In game they are used to open boxes to get weapons.
