CDR isn't showing any region lock right now. But lately a few pre-order games have had lock applied retroactively after release. I'd be careful if I were you.

Yeah but I think they don't activate at all. Games like BioShock Infinite are tagged and don't activate anywhere except in Russia.
That's not true, you can activate Witcher 2 RU anywhere, it will get added to your library but will always require VPN to actually play/install. Caveat emptor, if it is tagged ):
