Does anyone else's version still say (RU+CIS) beside the license once it's added to your library?
Only the standard editions say (RU+CIS), the DDE Editions don't have a tag at all.
I had added the deluxe edition to my library already., and when I click on "account details", under "licenses and subscriptions" this game still had the (RU-CIS) at the end of the name...
Have you added it to your library yet? Does yours have (RU+CIS) at the end of the name?
I added mine to my library - DDE Doesn't have RU+CIS at the end of the name
DDE = Digital Deluxe Edition.
Sorry for the back and forth. I'm probably just being paranoid. I do have the DDE version, and no when you look at the game in your library or inventory it doesn't mention (RU+CIS). But when I go to "account details" and look under the "licenses" tab it reads "Assassin's Creed Black Flag Digital Deluxe Edition (RU+CIS)". Again I'm probably being paranoid and it's fine as it's just the full name of the game that's listed in the link you posted above.
I have the same one which should be the "gold edition" as it's called in the US

I read a lot of forums discussions on this and it does seem to indicate Gold != DDE and DDE doesn't include Season Pass. However, I find it interesting that when I try to add the GE steam says:

Steam just reverted back the Assassin's Creed IV: Black Flag Digital Deluxe Edition's Region Block to RoW!!!
I'm not sure if this does it to those who will purchase it from today on, but those who purchased it previously have NOTHING TO WORRY ABOUT! :D
