I have $10 Steam Wallet or $12 Paypal. I don't deal in keys. Sketchy market. Just my own personal qualm.
items which are 100% sure to work are sketchy, but transferring money that can be reclaimed isn't?
Items which have no sustainable MSRP value are sketchy, yes; especially in a lucrative market such as the key market itself.
If the item were a steam gift, I'd have no problem giving him keys.
Also, for the record, the common payment method when it comes to Steam Trades is Friends/Family (which is obviously what I'd do).
Because of this, neither party can dispute a claim because PayPal doesn't save transaction history with friends/family transfers.

I have HELLDIVERS. This is a Steam activation key, this is a RoW copy. You will activate the game first and send me the TF2, DOTA 2 or CS: GO keys after the activation. Write here and add me from Steam if you are interested.
