No, the game isn't restricted anywhere. The only games that are restricted to certain countries are those that are tagged with RU (from Russia). My games are all from the US Steam Store and are unrestricted to the world.
Why? Most people don't live in Ukraine and won't get Nexuiz for less than 8 anyways. Besides, I would go for 7. I just put 8 as a "buy out" price, that's all.
