Yes, all games listed above are tradable gifts ROW (w/o any regional restrictions). There are different prices for each region (US/BR/RU/UA/EU etc.). So yeah, it's a really nice opportunity for everyone to buy one of these games for cheap while it's possible.
So what is the tag of your games? RU, AU...etc ? There is no risk of activate a game of other region?
Region free games could be marked as "ROW", "WW" or non-tagged (it depends on the game). Cross-region trading always involves a certain level of risk. That's something you can't avoid if you're looking for cheap games.

EDIT: From what I found out on game forums, The Premium Edition is literally Game + Season Pass. And no matter what you buy (the base game or Premium edition) you get pre-order bonus aswell.
